In 2008, medical marijuana was legalized in Michigan. Of the more than 50 facilities that opened in Detroit – only four were owned by Detroiters.
Once recreational cannabis became legal in 2018, Mayor Duggan and Council have been committed to ensuring that Detroiters have equal access to ownership in this new industry.
Despite facing six lawsuits from non-Detroiters trying to preserve their advantage, the City has issued its first 34 recreational marijuana licenses with 56 percent owned by Detroiters and 50 percent owned by African Americans.
“We welcome investment from outside the city, but Detroiters have to have a fair share of the ownership and participate in a fair share of the profits.” – Mayor Mike Duggan
