Mayor Duggan, State & Local Leaders Celebrate Groundbreaking of New Affordable Housing Project in East Chadsey-Condon Neighborhood

Mayor Mike Duggan and community developer MiSide Community Impact Network, along with state and local leaders, gathered on December 11th to celebrate the groundbreaking of the Campbell Street Apartments, a new $18 million affordable housing development in the East Chadsey-Condon neighborhood of Detroit. This project aims to address the need for affordable housing in the area and provide 39 units of deeply affordable housing in its first phase of construction.

The Campbell Street Apartments will offer a range of 1 to 3-bedroom units, with 20 units reserved for households with incomes up to 40% of the area median income (AMI), and the remaining 19 units reserved for households with incomes up to 60% AMI. However, thanks to project-based housing vouchers from the Michigan State Housing Development Authority (MSHDA), no resident will have to pay more than 30% of their income on rent. An additional 40 units are planned for the second phase of the project, which is expected to be completed by the end of next year.

Speaking at the groundbreaking ceremony, Mayor Mike Duggan emphasized the importance of creating and preserving affordable housing in Detroit. He stated, "The reason we don't have tent cities here in Detroit is because we work so hard to create and preserve affordable housing and meet Detroiters where they are." He expressed his gratitude to MiSide for their commitment to the city and their contribution to this project.

The location of the Campbell Street Apartments is strategically chosen to provide lower-income households with access to employment opportunities and community benefits in the surrounding area, including Corktown and the newly redeveloped Michigan Central Station. The East Chadsey-Condon neighborhood offers a new community park, three successful schools, convenient public transportation, neighborhood grocery stores, and various walkable amenities.

Sean de Four, President and CEO of MiSide Community Impact Network, expressed his delight at the opportunity to work alongside the City of Detroit in bringing more affordable housing options to the region. He said, "The Campbell Street Apartments housing development is a beacon of positivity for the East Chadsey-Condon neighborhood and its development allows us to directly impact the community we've called home for decades by providing those living here with direct access to our crucial supportive services."

The Campbell Street Apartments will not only provide affordable housing units but also offer amenities such as kitchens with quartz countertops, stainless steel double-bowl sinks, and hardwood floors. The building will feature a community center, a kitchen and entertainment area, laundry facilities, and on-site gated parking spaces for residents.

The affordability of this project is made possible through Low-Income Housing Tax Credits and more than $14.6 million in additional financing from MSHDA. Project-based vouchers ensure that no residents will have to pay more than 30% of their income on rent.

The project also received a $1.35 million grant from Michigan's Department of Environment, Great Lakes, and Energy to clean up contaminated soil on the property prior to development. Carrie Geyer, manager of EGLE's Brownfield Redevelopment Program, expressed her excitement for the project, stating, "Making formerly contaminated properties safe for reuse, and back on the tax rolls is always a big win."

The Detroit Housing and Revitalization Department's Detroit Home Connect website provides a centralized platform for residents to explore affordable housing options across the city. Families can find information about developments under construction, search for properties by city regions, and learn how to apply for affordable housing.

The groundbreaking of the Campbell Street Apartments marks an important step in addressing the need for affordable housing in the East Chadsey-Condon neighborhood. With its commitment to providing deeply affordable housing and access to essential services, this project will contribute to the overall revitalization and well-being of the community.
